The Indian Union Cabinet, chaired by Prime Minister Shri Narendra Modi, has approved the signing of an Air Services Agreement (ASA) between the Indian government and the Co-operative Republic of Guyana. The ASA will come into effect once both parties exchange diplomatic notes confirming their completion of necessary internal procedures.

With a significant Indian presence in Guyana – comprising approximately 40% of the population as per the 2012 census – the agreement will establish a framework for air services between the two nations.

As the aviation market continues to grow, and with the liberalization of the aviation sector in India, several countries have signed air services agreements to pave the way for international air connectivity. An ASA provides the legal framework for air operations between two countries based on the principles of sovereignty, nationality of carriers, and reciprocity in terms of commercial opportunities for designated airlines.

Currently, there is no ASA in place between the governments of India and Guyana. However, both countries are signatories to the Convention on International Civil Aviation (Chicago Convention). In December 2016, during the ICAO Air Services Negotiations event, delegations representing both governments met in Nassau, Bahamas, where they initialed the text of an ASA for scheduled air services between the two countries in line with the Memorandum of Understanding dated 06 December 2016.

The new ASA will provide an enabling environment for enhanced and seamless connectivity while offering commercial opportunities for carriers on both sides.
