In the realm of public procurement, the Ministry of Coal and Coal India Limited (CIL) has emerged as the frontrunner in leveraging the Government e-marketplace (GeM). An in-depth analysis of their e-procurement performance over the past three financial years reveals a remarkable story of growth and transformation.
Continuous Growth in E-Procurement
From FY 2020-21 to FY 2022-23, the utilization of GeM for e-procurement has demonstrated consistent growth. In the fiscal year 2020-21, GeM facilitated a total e-procurement value of 477 crore rupees. Fast forward to the current fiscal year, and this number has surged dramatically to an impressive 28,665 Crore rupees. This substantial increase is a testament to the trust and effectiveness of the GeM platform.
A Significant Shift in Percentage
The shift in the percentage of procurement through GeM out of the total procurement is particularly noteworthy. In FY 2020-21, GeM accounted for a mere 0.49% of the total procurement. However, by FY 2023-24 (as of October 15, 2023), this figure has skyrocketed to a staggering 72%. This shift underscores the growing reliance on GeM as a preferred channel for procurement.
Exceeding Expectations
As of October 15, 2023, the Ministry of Coal has not only met but exceeded its GeM procurement target for the current fiscal year. Their procurement through GeM has reached an impressive Rs. 28,665 crore, out of the total procurement value of Rs. 39,607 crore. This achievement reflects their commitment to embracing modern, efficient procurement methods.

The Ministry of Coal and CIL’s success in e-procurement through GeM positions them as leaders among all ministries and Public Sector Undertakings. Their exemplary performance sets a benchmark in the realm of public procurement, inspiring others to follow suit and embrace the transformative potential of GeM.
