Empowering Civil Servants: NCGG’s Capacity Building Program in Bangladesh

The 67th and 68th batches of the Capacity Building Programme (CBP) for civil servants in Bangladesh, organized by the National Centre for Good Governance (NCGG) in collaboration with the Ministry of External Affairs (MEA), successfully concluded on September 1, 2023. The first phase of the CBP, which trained 1,500 civil servants, led to an MoU between NCGG and the Government of Bangladesh to enhance the capacity of an additional 1,800 civil servants by 2025.

With 855 officers already trained, NCGG’s expanding role has been recognized by MEA as an ‘institution in focus,’ and it continues to scale up its activities. Shri V Srinivas, Secretary, DARPG & DPPW, and DG, NCGG, chaired the valedictory session, urging officers to prioritize public needs and address grievances efficiently, fostering developmental partnerships.

The officers expressed appreciation for the program’s design, interaction with domain experts, and the opportunity to learn from highly qualified resource persons. To date, NCGG, with MEA’s support and collaboration with the Indian Mission in Dhaka, has trained 2,469 civil servants from Bangladesh.

Dr. A. P. Singh, the course coordinator, highlighted the comprehensive coverage of various governance aspects, digital transformation, developmental schemes, and sustainable practices in both CBP phases. Topics included governance paradigm shifts, disaster management, All India Services overview, leadership, e-governance, Digital India, UMANG, Government e-Marketplace (GeM), efficient public service delivery, vigilance administration, anti-corruption strategies, solid waste management, digital healthcare governance, and Mudra Yojana, among others.

Participants also enjoyed exposure visits to various locations, enhancing their learning experiences. NCGG’s collaboration with MEA has extended training to civil servants from 15 countries, and the organization actively seeks to expand its capacity to meet the growing demand and serve more nations effectively. The entire capacity-building program was supervised by Dr. A. P. Singh, Course Coordinator, Dr. Mukesh Bhandari, Co-course Coordinator, Shri Sanjay Dutt Pant, Programme Assistant, and NCGG’s capacity-building team.
