Home Minister Amit Shah Inaugurates Training Program on Legislative Drafting: Enhancing Efficiency in Democracy

On the 15th of May Union Home Minister and Minister of Cooperation, Shri Amit Shah, recently inaugurated a training program on legislative drafting organized by PRIDE (Parliamentary Research and Training Institute for Democracies) and ICPS (Institute of Constitutional and Parliamentary Studies).

“The objective of the program was to improve the expertise of officers from Parliament, State Legislatures, different ministries, statutory bodies, and government departments in the craft of legislative drafting. The event, held in New Delhi, witnessed the presence of several dignitaries, including Lok Sabha Speaker Shri Om Birla, Union Minister Shri Pralhad Joshi, Shri Arjun Ram Meghwal, and the Union Home Secretary”.

Importance of Legislative Drafting

In his address, Shri Amit Shah emphasized the significance of legislative drafting in transforming political will into law. He stressed that drafting plays a vital role in providing a legal format to the political will of the Parliament and the Union Cabinet. By formulating laws that address the problems and needs of the people and the country, effective drafting ensures clarity and precision in legislation.

Shri Shah highlighted the importance of thorough drafting in minimizing errors during law interpretation and implementation by the executive. He explained that well-drafted laws leave minimal room for ambiguity and facilitate easier education about the law. On the other hand, incomplete or vague drafting can lead to confusion and misinterpretation.

Strengthening Democracy through Efficient Governance

Shri Amit Shah acknowledged the contributions of India’s Constitution framers, who established the three pillars of democracy as the foundation of the governance system. He emphasized the role of the legislature in addressing public welfare and formulating laws based on global changes and emerging needs. The executive, in turn, implements these laws, while the judiciary independently interprets them in cases of dispute.

The Home Minister praised India’s Constitution, which amalgamates traditional democratic values with modern requirements. The framers incorporated the democratic traditions and values of the country, ensuring a robust and effective governance system.
