At a landmark event in Karakat, Bihar, Prime Minister Narendra Modi laid the foundation stone and dedicated several major development projects worth over Rs 48,520 crore to the nation. Speaking to a large gathering, he expressed heartfelt gratitude for the warm affection and blessings from the people of Bihar, acknowledging the honor of advancing Bihar’s development on this sacred soil and emphasizing the significance of these projects in the state’s growth journey.
Honoring Bihar’s Heritage and Spirit
Shri Modi began by emphasizing the profound cultural and historical significance of Sasaram, the region hosting the event. He noted that even the very name ‘Sasaram’ resonates with the legacy of Lord Ram, reflecting deep-rooted traditions of unwavering commitment and integrity. He underscored the principle that once a promise is made, it must be fulfilled — a philosophy now guiding the governance of New India.
Recalling the recent terrorist attack in Pahalgam, which resulted in tragic loss of innocent lives, the Prime Minister reaffirmed his solemn pledge to bring the perpetrators to justice. “Those who sat in Pakistan and destroyed the Sindoor of our sisters, our armed forces turned their hideouts into ruins,” he declared emphatically. Highlighting the decisive military action known as Operation Sindoor, Shri Modi asserted that Pakistan’s military bases and airfields were destroyed within minutes, showcasing the resolve and power of the new India — a nation marked by immense strength and resilience.
Tribute to Bihar’s Valor and Security Forces
Celebrating Bihar as the land of Veer Kunwar Singh and its valorous heroes, the Prime Minister applauded the thousands of young men from Bihar serving in the Indian Armed Forces and the Border Security Force (BSF). He specially honored the extraordinary bravery shown by the BSF during Operation Sindoor, describing them as an unbreakable shield safeguarding the nation. Shri Modi paid a heartfelt tribute to BSF Sub-Inspector Shri Imtiaz, who was martyred on May 10 while fulfilling his duty at the border, honoring Bihar’s courageous son and the sacrifices of countless others.
Reiterating that India’s fight is against every internal and external enemy, the Prime Minister recalled Bihar’s own experience in overcoming violent extremism and Naxalism. He detailed how the region once grappled with the threat of masked militants, terrorizing communities and obstructing development. Due to unwavering efforts, the government has successfully reduced the number of Naxal-affected districts from over 125 before 2014 to only 18 today. Shri Modi assured that this mission will persist until full peace and continuous development are realized.
Transforming Bihar’s Infrastructure and Connectivity
Shri Modi highlighted the transformational progress in Bihar’s infrastructure under the leadership of Chief Minister Shri Nitish Kumar. He noted that the days of dilapidated highways, weak railway connectivity, and limited air travel were over. From a single airport at Patna, Bihar now boasts the operational Darbhanga Airport with flights connecting major cities like Delhi, Mumbai, and Bengaluru. The newly inaugurated Patna Airport terminal can handle over one crore passengers, and a significant investment of ₹1,400 crore is underway for Bihta Airport, fulfilling a long-standing public demand.
Road connectivity has also seen a massive boost, with numerous four-lane and six-lane highways under construction or nearing completion. Key routes such as Patna–Buxar, Gaya–Dobhi, and Patna–Bodh Gaya are rapidly developing, while a new greenfield corridor from Patna to Sasaram is underway. Bridges over major rivers — Ganga, Son, Gandak, and Kosi — are being constructed to open new avenues for trade and tourism.
On railways, Bihar is witnessing the introduction of world-class Vande Bharat trains, along with doubling and tripling of railway lines. Major railway hubs like Chhapra, Muzaffarpur, and Katihar are seeing rapid improvements, while over 100 trains now halt at Sasaram alone, reflecting growing connectivity and economic integration.
Powering Bihar’s Growth
Underlining the critical importance of electricity for development, the Prime Minister spotlighted major investments in power infrastructure. The Nabinagar Super Thermal Power Project (Stage II), worth over Rs 29,930 crore, is under construction to provide 1,500 MW of power, boosting industrial growth and ensuring energy security for Bihar and eastern India. New thermal power plants at Buxar and Pirpainti, along with renewable energy projects like the solar park in Kajra, further underscore Bihar’s energy revolution.
Schemes like PM-KUSUM are enabling farmers to earn income by harnessing solar energy, while renewable agriculture feeders boost agricultural productivity. Over the past decade, electricity consumption in Bihar has quadrupled, reflecting strong advancements in rural electrification and industrial power availability.
Empowering Farmers and Promoting Social Justice
Modi highlighted the government’s dedication to boosting farmers’ incomes and advancing agriculture. More than 75 lakh farmers in Bihar receive support through the PM-Kisan Samman Nidhi scheme, while the creation of the Makhana Board, along with the GI tag for Makhana, has significantly benefited Makhana farmers. Recently, the government raised the Minimum Support Price (MSP) for 14 crops, guaranteeing better returns for farmers’ produce.
The Prime Minister took a strong stance against the opposition’s false narratives of social justice, citing decades of neglect where marginalized communities were denied basic sanitation, shelter, and access to banking facilities. He pointed out how under past governments, poverty and migration plagued Dalits, backward classes, and tribal communities, who lacked essential rights and opportunities.
Shri Modi contrasted this by highlighting the new era of social justice under the current government, featuring the construction of over four crore houses and the empowerment of three crore women through the ‘Lakhpati Didi’ initiative. Additionally, 12 crore households now have tap water connections, elderly citizens receive free medical treatment up to ₹5 lakh, and monthly free rations are provided to support the needy—ensuring welfare reaches everyone without discrimination.
Dr. Bhimrao Ambedkar Samagra Seva Abhiyan: Delivering Inclusive Development
The Prime Minister praised Bihar’s launch of the Dr. Bhimrao Ambedkar Samagra Seva Abhiyan, aimed at reaching marginalized communities with 22 essential welfare schemes simultaneously. This campaign ensures direct delivery of benefits to Dalits, Mahadalits, backward classes, and the poor, reducing corruption and discrimination. Over 30,000 camps have been held so far, connecting lakhs of beneficiaries directly to government programs, embodying the true spirit of social justice.
Vision for a Developed Bihar and India
Shri Modi concluded by invoking the legacy of great leaders such as Baba Saheb Ambedkar, Karpoori Thakur, Babu Jagjivan Ram, and Jayaprakash Narayan. He emphasized that Bihar’s progress is integral to India’s rise on the global stage, expressing confidence that with continued collective effort, the pace of development will accelerate.
Event Dignitaries and Project Highlights
The event was graced by the presence of Bihar Governor Shri Arif Mohammed Khan, Chief Minister Shri Nitish Kumar, and several Union Ministers including Shri Jitan Ram Manji, Shri Giriraj Singh, Shri Rajiv Ranjan Singh, Shri Chirag Paswan, Shri Nityanand Rai, Shri Satish Chandra Dubey, and Dr. Raj Bhushan Choudhary.
Significant projects laid today include the foundation stone for the Nabinagar Super Thermal Power Project Stage II (3×800 MW) worth Rs 29,930 crore, four-laning of critical highways such as Patna–Arrah–Sasaram (NH-119A), and six-laning of key national highways including the Varanasi–Ranchi–Kolkata stretch (NH-319B). A new Ganga bridge between Buxar and Bharauli was also inaugurated, alongside road improvements worth thousands of crores, creating jobs and boosting regional trade.
The Prime Minister dedicated to the nation the third rail line between Son Nagar and Mohammad Ganj worth Rs 1330 crore, a step forward in Bihar’s railway modernization.
