Marking Global Wind Day 2025, Union Minister of New and Renewable Energy Shri Pralhad Joshi addressed a landmark stakeholder conference in Bengaluru, emphasizing that wind energy lies at the heart of India’s clean energy ambitions. Flanked by Union Minister of State for New and Renewable Energy Shri Shripad Yesso Naik and Karnataka’s Energy Minister Shri K.G. George, Joshi outlined the government’s strategic roadmap for scaling up India’s wind energy sector to meet the nation’s ambitious climate goals.
In his address, Shri Joshi firmly declared that wind energy is not merely a part of India’s renewable strategy but the driving force behind Atma Nirbhar Bharat and the country’s global manufacturing goals. Emphasizing India’s commitment to sourcing 50% of its power from non-fossil fuels by 2030 and reaching net-zero emissions by 2070, he stressed that wind energy must power the nation’s industrial future.
A Vision Powered by Renewables
Echoing the vision of Prime Minister Shri Narendra Modi, Joshi reiterated the strategy of powering manufacturing with renewables while using conventional energy for household needs. He stressed that as India’s manufacturing capacity surges, its energy needs must be met sustainably through green sources like wind and solar.
India’s credentials in the renewables space are rapidly growing — now ranking fourth globally in installed wind power capacity and third in overall renewable energy production. The minister reflected on this transformation, stating, “A decade ago, few imagined India would be the third-largest renewable energy producer — but here we are.”
Key Challenges and Priorities
Minister Joshi outlined three major challenges currently confronting the wind energy sector:
- Hybrid Integration: “We must combine wind, solar, and battery storage (BESS) to ensure grid reliability and round-the-clock power.”
- Tariff Rationalization: Highlighting cost concerns, he said, “A tariff of ₹3.90/unit is unsustainable — we must work together to lower costs.”
- Boosting Manufacturing Efficiency: India must optimize domestic wind manufacturing not just to meet internal demand but also to grow its exports.
To meet these challenges, the minister announced five national wind energy priorities:
- State Expansion: Venturing into new states like Madhya Pradesh, Telangana, and Odisha to broaden the wind energy footprint.
- Offshore Wind Launch: 4 GW leasing areas identified off Gujarat and Tamil Nadu; tenders under development.
- Storage-linked Green Power: Promoting integrated business models combining wind, solar, and storage.
- Smart Grid Modernization: Investment in AI-driven forecasting and advanced grid infrastructure.
- Domestic Manufacturing Boost: Strengthening the entire wind energy value chain in India to foster an Aatmanirbhar sector.
Budgetary Backing and Performance Recognition
Signaling strong government support, Joshi revealed a 53% increase in the renewable energy budget, amounting to ₹26,549 crore for FY2025, with a significant portion allocated to wind energy. “This is not a time for hesitation — it is a time for execution,” he said.
He also praised India’s growing wind turbine manufacturing sector, noting that 14 companies are producing 33 different models, with capacities from 225 kW to 5.2 MW. These turbines are meeting domestic needs while also standing strong in the global market in terms of both cost and quality.
During the event, Karnataka was honored as the leading state in wind power capacity addition, recording 1,331.48 MW. Tamil Nadu secured the second position with 1,136.37 MW, followed by Gujarat with 954.76 MW.
Roadmaps for the Future
Minister Joshi also released two pivotal documents: the Wind Energy Roadmap and the Manufacturing Roadmap. These frameworks are intended to steer the sector’s development, reinforcing India’s long-term renewable energy strategy and promoting coordinated national efforts.
“These documents reflect our collective ambition and commitment to building a robust wind energy ecosystem in India,” he affirmed.

In India, the event is spearheaded by the Ministry of New and Renewable Energy, with support from the Wind Independent Power Producers Associations (WIPPA), Indian Wind Turbine Manufacturers Association (IWTMA), and Indian Wind Power Association (IWPA). The 2025 edition brought together central and state authorities, DISCOMs, CPSUs, industry leaders, academics, and think tanks to discuss strategies, successes, and opportunities in India‘s wind energy journey.
