Understanding the Model Code of Conduct
The Model Code of Conduct, devised by the Election Commission in collaboration with political parties, serves as a guiding framework ensuring the conduct of free, fair, and peaceful elections as enshrined in Article 324 of the Constitution. It imposes responsibilities on governments, leaders, and political entities, with the Election Commission wielding considerable authority to enforce compliance throughout the electoral process.
Commencement and Conclusion of the Code
Effective upon the announcement of election dates, the Model Code of Conduct remains operative until the conclusion of vote counting. While it applies nationwide during Lok Sabha elections, its jurisdiction extends to the entire state during Assembly elections, delineating clear boundaries for political activities.
Impact on Development Work
Contrary to popular belief, ongoing development projects retain momentum, while new initiatives face a halt. Government-funded projects must adhere to stringent guidelines, with restrictions on new constructions and recruitment drives during the electoral cycle.
Continuity of Essential Services
Despite the stringent regulations, essential services such as Aadhar card issuance, pension distribution, and basic amenities maintenance continue unhindered. However, discretion prevails concerning the initiation of new services or projects until the conclusion of elections.

Organizing public meetings and rallies necessitates prior approval from designated authorities, with restrictions on the use of loudspeakers during specified hours to ensure minimal disturbance to the public.
Candidate and Party Conduct
The Model Code of Conduct prohibits the misuse of government resources for electoral campaigns, advocating transparency and fairness in political processes. Additionally, it mandates adherence to ethical standards, discouraging actions that may incite communal discord or prejudice.
Polling Day Protocols
Stringent regulations govern activities preceding and during polling days, including prohibitions on public gatherings and the display of election symbols near polling stations. Only authorized individuals holding valid credentials are permitted within the vicinity of polling booths.
Regulation of Opinion and Exit Polls
Opinion polls face a temporary embargo preceding voting phases to prevent undue influence, with exit polls permitted post-election only after the official declaration of voting percentages by the Election Commission.
